Answer 1：I am finding that this is most likely part of a Rootkit.Win32.Small.sy (type of virus) .

Do you have a virus scanner installed? I would recommend doing a full scan of your system.

ive done a full scan and it came up with nothing !!!

Answer 3：Try This
1. Go to Control Panel
2. Open Windows Defender
3. Click on the "Tools" icon at the top of the screen.
4. Click on "Software Explorer"
5. You will now see a list of startup programs.
6. Go Through the list on the left one by one. Looking for c:\windows\servic~2\locals~1\protect.dll in the "File Path" and or in the "Startup Value"
7. When you find the entry that uses this file click on the Disable Button at the bottom right of the screen.

It looks like you virus scanner had previously cleaned the virus but left the entry behind that told it to run.
