Answer 1:
Hello Slaymadroxxx,
Thanks for visiting Vista Community Forum.
First of all i would recommend to try a Clean Boot of your operating system to get rid of any unwanted sofware conficting at startup, then try re-installing Java.
Here are the steps:
http://support.microsoft.com/kb/290301
"How to troubleshoot a problem by performing a clean boot in Windows Vista"
- Log on to the computer by using an account that has administrator rights.
- Click Start
, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility.
If you are prompted for an administrator password or for confirmation, type your password, or click Continue. - On the General tab, click Selective Startup, and then click to clear the Load startup items check box. (The Use Original Boot.ini check box is unavailable.)
- On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all.
- Click OK, and then click Restart.
Once your computer starts up again download Java (http://java.com/en/download/index.jsp) and install.
Let me know if this took care of the problem.

Answer 2:
Hi,
Based on my research, this can be a Windows Installer Service issue. You may take the following steps to narrow down this:
1. Check the Windows Installer Service.
1) Click Start, type services.msc in the Search Bar and press ENTER.
2) If the Windows Installer Service is stopped, please start it and then try to install the applications again. If it has already been started, please stop and restart it to see how it works then.
2. Install the Windows Installer 4.5
You can download and install Windows Installer 4.5 to see if the Installer can be repaired.
Windows Installer 4.5 Redistributable
3. If the steps above doesn't help and you have another computer on which the Windows Installer Service is working properly, you can try this:
Note: Please perform a full system backup on the problematic computer before doing this.
1) On the computer with no Installer issue, click Start, click Run, type regedit, and then click OK.
2) Navigate to HEKY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msisserver
3) Right click on this key and select "Export" and save the key to a Flash Drive or other removable storage device.
4) Run sfc /scannow on the problematic Windows Vista computer. Note: Do not reboot when completing.
5) Double click saved .reg file from working machine and import registry settings into the problematic computer.
6) Reboot and check the result.
If the issue persists, please collect the following information and I will perform some further researches:
1. Please let me know the detail information about the error message you received when installing the application.
2. You can also check the Event Log to see if there are any related errors.
Hope this helps. Good luck!
