Workstation Forefront Client Security Ability to Run Local Scan By Regular Users Without Changing Policy

Question：My regular users need the ability to open the local Forefront console scan their computers without the ability to add exclusions or change policy.  I cannot seem to make Group Policy changes from within the Forefront Client Security Management Console that are correct for this function, even with following the documentation.
