Error 80072efe when trying to run Windows Update (multiple computers)

Question:Within the last week or so, Windows Updates have started failing on our Vista computers. Occasionally, it will work. If it does find updates, there is no difficulty in installing them. The error # is always the same. Here is a relevant portion from a WindowsUpdate.log:

+ ServiceId = {9482F4B4-E343-43B6-B170-9A65BC822C77}, Server URL = https://update.microsoft.com/v6/ClientWebService/client.asmx

An interesting sidenote, if we try to navigate to update.microsoft.com in a browser, after a long pause, we get a Microsoft banner at the top of the page, and three empty frames all displaying connection errors.

We have tried differing DNS servers, we have bypassed the firewall, we have tried every imaginable setting in the PCs network configuration, we have tried setting Internet security settings to the lowest possible level.
At this point I'm fresh out of ideas.

Any suggestions? Anyone else having this problem?

Hi  branchranch !!

Step 1:  http://support.microsoft.com/kb/971058

Reset the Windows Updates !!

> Step 2: Reinstall Windows Update Agent 3.0
> ===========================
> 1. Please download the file from the following link:
> Windows Vista (32bit)
http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x86.exe
> Windows Vista (64bit)
http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x64.exe
> 2. Save the file to D: drive.
> Note: Please select a drive where Windows Vista was not loaded because the
> file cannot be launched directly from the system root directory.
> 3. Click Start->Run, type: "D:\WindowsUpdateAgent30-x86.exe /wuforce"
> (without quotations) and then press Enter to install the Windows Update
> engine.
> Note: There is a space between "D:\WindowsUpdateAgent30-x86.exe" and
> "/wuforce"
> Now, let's run Windows Update again.

Hope this would work.

Answer 2:Nope this doesn't work.
I'm convinced that our county IT has changed something that blocks access to the WU servers. Unfortunately, they are not using any Vista boxes. They are testing Windows 7, but are not reporting any issues with updates. Our boxes are in a different domain than theirs are.

They have recently started using an application called websense.

Here's an interesting sidebar. From the Windows Update screen, if you click the link "Get Updates for More products", an IE window opens, and after a timeout period, it displays a generic Microsoft header, and what appears to be 3 frames, all with Connection Errors.

The rest of the internet seems to be unaffected.
