Question：I'm trying to install a program onto my computer but an error continues to come up saying that It cannot install because another program isn't finished installing. I have no idea what that program would be but is there somewhere I can go and find this semi-installed program?

Let us know the exact error message along with the error code(if any) and the program you are trying to install.
This installation issue usually occurs when you did an install requiring a reboot but the reboot hasn't been completed yet. I would recommend that you shut down your machine fully and restart Windows first, allowing some time after logon to complete any installations that are pending.
If you are still having the issue installing the program after this, you can open the task manager (right-click on the task bar and select "Task Manager"), click on the "Processes" tab and check to see if there are any instances of "msiexec.exe" running. If so, select each in turn and click on the "End Process" button to shut them down. Once they have all been stopped try installing the program again.

Answer 2：Trying to install 32 bit Vista. All the computer does is turn off and on. That's it!
