Question：Every time I try to use Windows Update, this update fails:
- KB951847: Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update x86
I always get error 800F0900. I have tried downloading it manually (from the download center) but this didn't solve the problem. I need this update to install Visual C++. How can I solve this problem?

It will take you to a page where you can download a tool which will let you remove .NET. That appears to be your issue.
I recommend that you download .NET 3.5 first, then run this removal tool.
Install .NET 3.5 after the tool cleans out the old installation and it should repair the issue.
