Question:Hello. My wife's laptop is having this issue after trying to install Service Pack 1 for her Vista Home Premium.
It reaches "Updating 3 of 3 100%", then it sits for a while before restarting the whole routine - over and over. We have tried powering down, and it just resumes after turning back on. There is no error code. Any help would be greatly appreciated.

Press and hold down the power button until your pc is completely shut down.
then while the computer is turning on before it gets to the loading windows screen, press F8 key several times until you see
These options
(With the up and down arrows, Pick "Last known good configuration" then press enter)
Safe mode
Safe mode (with Networking)
Last known good configuration <<< choose

.
.
If this does not work, reboot your computer. Complete the same steps but instead boot to safe mode with networking. When you are on the desktop try doing windows updates and restart again. After updates installed successfully restart computer and start normally this time.
When the computer comes back again run updates again.

Answer 2:Martin, have a PC with the same issue, followed your instructions. Started with "Last known good configuration" and PC booted up once again "Stage 3 of 3 - 0%." Power down PC started "Safe mode with netwoeking," PC started up and went directly to "Stage 3 of 3 - 0%" and after a couple of minutes, went to "Shutting down..." Have run the PC with the "Shutting down..." screen for 10 minutes with no disk activity. Power down PC and restart, on start get a screen message "3/3029 000000.." and then PC starts with "Stage 3 of 3 - 0%" and after about 15 seconds all disk activity stops. Any suggestions?

Since you tried Startup Repair and System Restore try method 3 here.
I am guessing that part of the issue might be a driver which is really older or similar which should not be loaded.
Do this to leave Windows Updates on (after you gain access) and to stop Driver Updates from loading.
